Terra is power, shelter, and communications for a site that has to operate on its own.

An autonomous base must bring its own relationships between shelter, power, communications, machinery, and supply. Site conditions determine the arrangement and the resources that can be used locally. The operating approach includes inspection, maintenance, and the responsibilities of the people supervising work from elsewhere.
